First obviously, you need to have XWD installed. Then go to the XWD/Tools folder and edit those pngs to your liking. The pngs of the current skin that you are using are located in XWD/Skins/Current and the the pngs in that folder will change everytime you change your skin.

After you edit all the pngs in the XD/Tools folder, edit the text file to your liking and make sure you change the name of the skin name. (don't change the name of the text file, only the contents inside the text file). Finally, drag the text file to XSkinMaker.exe and your file should be created. Copy or move the file to the skins folder and test it out.
